Financial Analyst Position

The Financial Analyst position with AECA is an advanced working professional level position. The position completes the processes related to the intrastate carrier access billing system (CABS) and provides administrative support for contract services provided by AECA. Currently, AECA is providing service to the Alaska Universal Service Administrative Company (AUSAC) and seven non-pooling companies. The work related to the non-pooling companies is completed as part of the monthly AECA CABS routine and does not include a separate reporting system.

Examples of Duties:

  • Duties involving the CABS monthly billing for the association.
  • Financial and statistical analysis of billing data for reports to member companies and management committees.
  • Facilitating training for member company personnel on the intrastate access charge system.
  • Design and maintenance of the company hardware and software.
  • Performs other duties as assigned; an example includes facilitating a meeting in the absence of the Executive Director.

Intrastate Carrier Access Billing System (CABS):

  • Prepares the monthly intrastate CABS access charge bill, reviews the accuracy of incoming billing data, coordinates any modification of the data between AECA and the local exchange carrier (LEC), controls the download of data and data entry, verifies delivery and receipt of bill, and payments.
  • Analyzes traffic reporting, interfaces with interexchange carriers and provides support to member companies through onsite CABS reviews including reviews of reporting systems.
  • Prepares the monthly distribution of access charge revenues and reports based on a complex structure of pooled rate elements, revenue requirements and distribution cycles.
  • Prepares support schedules for regulatory filings that fulfill AECA’s regulatory obligations for intrastate access charge monitoring and rate development.
  • Performs the financial analyses of the billing and distribution of access charges using existing models and completes design modifications as necessary.
  • The billing system utilizes Excel and Access.
  • Provides research and statistical analysis on special projects and pertinent regulatory dockets for use by the Executive Director, Board of Directors, committees and legal counsel.
  • Provides technical training for LEC personnel on the intrastate CABS billing and access charge process, including developing forms and instructions.
  • Provides technical support for tariff interpretation using knowledge of the AECA tariff, other supported tariffs and telephone utility regulation.

Contract Services through a contract for the Alaska Universal Service Administrative Company (AUSAC):

  • Coordinates the receipt and processing of the monthly remittance reports for the AUSAC contract. This includes review of the monthly reports and remittances for accuracy along with the data entry.
  • Prepares the monthly reports and completes the financial analysis for AUSAC.
  • Maintains an administrative system that requires confidential treatments of records.
  • Provides technical support for tariff interpretation using knowledge of the AUSAC tariff, other supported tariffs and telephone utility regulation.

Information Technology Support:

  • Maintains the organizations web site, record files and other needs including databases, electronic filings, and the library and archiving systems.
  • Provides technical support for company networking including lifting, moving and installing hardware, installing software applications and troubleshooting the system.
  • Prepares an annual analysis for office technology plan and budget.
  • Recommends solutions to technical matters such as selection of computers and supporting vendors.

Qualifications:

  • Bachelor’s degree in Accounting or Finance or at least five years of experience in a related field.
  • Advanced proficiency in MS Excel, MS Word and experience in information systems, computers and maintenance.
  • Strong analytical, problem solving skills and attention to detail.
  • Must have the ability to communicate and interact well with people, conduct presentations, maintain confidentiality, and possess a positive attitude.
  • Telecommunications industry experience is desired.
  • Must pass background check, and Excel and Word skills assessment.

Location:

  • Remote work-from-home office set up.
  • Requires in-person meetings twice a month in Anchorage, AK.
